Report on Ordinance No. 15 of 1903.
I have examined the accompanying Ordinance, entitled
An Ordinance to amend The Prepared Opium Ordinance 1901
and I am of opinion that the Ordinance is one which is not contrary to
the Governor's Instructions.
The object of this Ordinance is to make better provision for the establishment of bonded warehouses for morphine and compounds of opium, and to remove any doubt as to whether the provisions of the Principal Ordinance with regard to searches, arrests, possession, seizure, and disposal and with regard to penalties and otherwise apply to morphine and compounds of opium.
